Zambia on course to curb public funds abuse

GOVERNMENT has made steady progress in curbing mismanagement of public resources, says public accounts committee chairperson, Howard Kunda.

Mr. Kunda who is also Secretary General of Southern Africa Development Community Organisations of Public Committee (SADCOPAC), said Zambia has put in place measures that have helped curb abuse of public funds.

He was speaking recently at the SADCOPAC training for public accounts committees members held in Kempton Park, in South Africa.

“That the implementation of the measures put in place have so far yielded results following the prosecution and dismissal of civil servants that were cited in the Auditor General’s report,” Mr. Kunda said.

Mr. Kunda explained that the enactment of the Financial Management Act of 2018 was helping to effectively prevent abuse and correct anomalies that were commonly cited in previous Auditor General’s Reports.

Mr. Kunda expressed happiness that the Financial Management Act prescribed punishment for erring officers and that it gave powers to his committees to summon public officers cited for abrogating the financial management regulations.

“The recent dismissal of accountants from the Ministry of General Education and the prosecution of other senior government officials signalled Government determination to end mismanagement of Public resources,” he said.

Meanwhile, Mr. Kunda noted that the SADCOPAC provided a platform on which Public Accounts Committees from the SADC region exchanged best practices in protecting public resources.

He said SADCOPAC had helped its member states to come up with measures that have helped to implement mechanisms that have ended the misuse of public resources with impunity.
