Kampyongo got K4.8 million from 2011-22 NAC Accountant testifies

Deputy Chief Accountant at National Assembly of Zambia has told the Lusaka Magistrate Court that former Home affairs minister Stephen Kampyongo was given K4.8 million as salaries and gratuities for the period 2011 up to July 2022.

Mr Kalan Phiri, 44, testified before Senior Magistrate Sylvia Munyinya that he received a warrant of access from the Anti-corruption Corruption (ACC) to provide information relating to Kampyongo as a Member of Parliament.

Mr Phiri was testifying in a matter Kampyongo, 50, of House No. 31 Kudu Road. Kabulonga in Lusaka and his wife Chirwa, 42, a civil servant working as a chief planner at the Ministry of Youth, Sport and Arts are facing 12 counts of being in possession of properties suspected to be proceeds of crime contrary to section 71 (i) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.

He indicated that the salaries and gratuities for the period 2011 up to 2022 July for Kampyongo was K4.8 million and sitting allowances was K938, 000.

“We went to our archives and retrieved the information which was compiled to ourselves on the part of salaries and gratuities. Most of the salary component was based under the ministry of finance which is not part of the K4.8 million,’’ he said.

After Mr Phiri finished his testimony, the state applied for an adjournment, the court granted it and set January 10, 2023 for continuation of trial.

It is alleged in count one that Kampyongo and Chirwa on a date unknown but between January 1, 2012 and September 30, 2022 in Lusaka jointly and whilst acting together with other persons unknown did possess property number F/135/4301 and property number F/179/4301 located in Eureka off Kafue Road valued at ZMW 11,100,000.00, property reasonably suspected of being proceeds of crime.

In the second count , it is alleged that Kampyongo on a date unknown but between 1st January 1, 2012 and September 30, 2022 in Lusaka, jointly and whilst acting together with other persons unknown did possess  property number LUS/38467 located off Twin Palm Road, Ibex Hill valued at ZMW1,600,000, property reasonably suspected of being proceeds of crime.

Details in the third count, it is alleged that Kampyongo on a date unknown but between January 1, 2012 and September 30, 2022 in Lusaka, jointly and whilst acting together with other persons unknown did possess a residential house namely stand number LUS/24406 located off Lilayi Road Libala South valued ZMW860,000, property reasonably suspected of being proceeds of crime.
