THE Constituency Development Fund (CDF) is slowly becoming like a scam because it is very difficult for stakeholders to access money which is under utilised but just lying in the banks, Nkana Member of Parliament Binwell Mpundu has said.
Mr Mpundu, while debating in parliament on Tuesday said most people had now started believing that the move was a scam due to the chaos chaos with in accessing funds.
He wondered how money was sitting in the banks while people were yearning for development.
“CDF has been chaotic and if there is anyone in here thinking it’s happening it is not happening. How can we sit with money in our bank accounts yet we cannot access anything,” he said.
Mr Mpundu said it was shocking because money was available but that there were a number of lacunas that needed to be dealt with.
He said the situation in Kitwe was bad because most of them had not implemented any projects through the CDF.
He said there was need to find lasting solutions to fix the grey areas in the CDF allocation because the current situation is sad.
Mr Mpundu said that there was need for the Minister of Local Government and Rural Development, Mr Garry Nkombo to shake up councils which were letting people down.
