Chipili Council geared to decentralize – secretary

CHIPILI Town Council is committed to implementing government’s decentralization policy through devolution, says Council Secretary Judith Maambo.

Ms Maambo said this on Thursday when she chaired a joint-management meeting with all heads of devolved Government departments at Chipili Civic Centre, in Luapula Province.

This is contained in a statement issued by Chipili Town Council public relations officer, Oscar Malipenga.

“This is in accordance with the Constitution of Zambia (Amendment) Act No. 2 of 2016 Part IX article 147 (1) which provides for the management and administration of the political, social, legal and economic affairs of the State shall be devolved from the national Government level to the local government level,” said Ms Maambo.

The Council Secretary said her office has been receiving quarterly reports from all heads of devolved departments in order to be acquainted with their plans, successes and challenges.

Ms Maambo said the process and timeline of decentralization through devolution was on course and that only the final stage remained to be implemented, that is the fiscal decentralization.

She informed the meeting that Government was working out modalities on how the fiscal decentralization will be actualized.

“The importance of these joint management meetings is for the improvement of coordination of projects at district level and also to avoid duplication of projects in departments carrying out similar functions,” Ms Maambo said.

She said Chipili Town Council has not remained behind in the implementation of the national decentralization policy through devolution.

The Local authority holds scheduled quarterly joint management meetings where all heads of devolved departments submit reports to the council secretary.
